Actually this is one reason because they tend to give Characters that are related to each other the same type of movement And weapon as long it kinda fits - but with exception of Winter Cecilia as a TT unit IS never gave us the first unit of a weapon-movementtype combo as easy available or free unit. I think this is also a reason.
