Because this wasn’t the first time a character under 18 was quote-unquote “sexualized” in Fire Emblem Heroes.

Rhajat is supposed to be a teenager like the rest of the kids in Fates. She does not have a canonical or implied age outside of that. So your point doesnt hold up. Also Rhajat isnt sexualized at all in Heroes.
A better example would have been Nowi, who is aproximately a 10 year old girl if you follow how dragon aging seams to work in the Archanea games. Nowi is nothing but loli bait in Heroes and Awakening.
