How do I feature a VIP fan club

I noticed that aminos have a VIP icon at the top of their featured page. How do I do that?

As long as you have featuring enabled, all you do is go to their profile and select "Feature member" in the mod menu.

Using my friend as an example. I made 'em VIP for a second to show on a small Amino.
