New Orleans was founded by the French, who took great pride in their beautifully scented colognes and perfumes. Spiritual workers, who were forced to keep their magic a secret, looked into the ingredients of the colognes. They found that many of the recipes for the colognes contained ingrediants that held similar correspondences.
They began to wear the colognes and use them to anoint things and cleanse things. They also used the colognes as offerings to the Lwa.

You don't want to use vodka, you want to use rum as a base because the spirits like the taste more, add a little coffee too
They're made with vodka because vodka is a base for colognes and perfume. It makes the scents linger, if it wasn't used the smell would last about 5 seconds.
