Idk, to me they seem a bit ridged and not exactly full?

I was thinking it may be fine rot? I don't exactly know what fin rot looks like but it looks a bit rotting. I really hope it's not tho, he was like this when we got him.

He looks fine to me, this is what my fish looks like, you can see he has natural ridges. If it’s fin rot his fins would be more tattered
