With the world loosening its restrictions on abilities for public, to the public eye, everything seems to be running incredibly smoothly. But beneath the surface of this facade lies a brew of disarray and threats to the new world on the edge of spilling over
P.A.T.H Academy
It just opened and needs to assess the next gen of heroes. To try and gauge their potential, the academy does a simulation of a no-win scenario designed to test critical thinking, adaptability, and teamwork. Each student is equipped with a specialized headset, immersing them in a carefully crafted simulation where no solution is perfect. A dynamic point system tracks decisions, rewarding creativity, resourcefulness, and strategic thinking rather than simply “winning.” The professors and heroes (if available) are also immersed and act as villains.
The government sanctioned
Publicly, the Heros act as peace keepers, but behind the scenes, they are scrambling due to the unexpected boom of the underground growing nonstop.
The underground
The underground has hit an all-time high with the black markets booming from power hungry villians or civilians, fearing the new world and factions and people alike making their first bold moves
Setting
The world was established 300 years after the comet arrived, the event that changed the world by altering human genes and unlocking their latent abilities. Over time, society adapted, and instead of fearing their new reality, they opted to integrate these abilities into their lives. With 45% of the population having some form of ability, governments started enacting legislation to regulate their use, to try to maintain some level of oversight, and to ensure the public's safety.
Plot
The world finally takes a leap of faith and integrates the use of abilities into everyday life. New systems and laws are put into place to regulate their existence. The government loosens restrictions and incorporates programs such as the P.A.T.H (Program of Advanced Heroics Training), Power for the People, and many more. The goal is cut and clear: create a new structured, safe, and ethical force to replace the vigilantes and mercenaries that overrun the city.
But unfortunately, not everyone believes in the D.A.R.'s new vision.
Unlike the public, the underground, filled with bounty hunters, rouge enforcers, and vigilantes, faces and identifies crises. Most refuse to , unwilling to allow the government to dictate their every move. The order, the infamous household name, begins to brew up something sinister as usual, but this is timed with a motive. To rid the world of the D.A.R.'s controlled chaos and everything they've attempted to build for the past few centuries.
As the world testers are over the edge between structure and disarray, heroes and villains, control, and chaos, the only real question that needs to be answered is Who will lead this new era, those who want to build it or those willing to burn it down?
Ability Typing
Inherited (35%) - Abilities ed down through bloodlines, sometimes skipping generations or evolving.
Inherited ability (Mutated) (25%) - Inherited abilities but with significant altercations due to mutations.
Latent/Delayed (15%) - These are inherited abilities but don't awaken until a trigger event (tend to be stronger than usual).
Unstable (10%)- Tends to work inconsistently, the may have moments of extreme power, or it just shuts off completely.
Recessive (add-on) - Some abilities don't show up unless activated by chance, often referred to as "The dormant gene" (NOT available for all ability types).
Incomplete (8%) - Abilities can manifest incompletely, making them partially functional or having to use their ability in unique ways.
Dual (7%) - Occurs when the is born with two distinct abilities that coexist without fusion or dilution.
Chimeric (Unavailable at the moment 5%) The individual possesses an excess of potential abilities, forcing their body to fuse or discard certain traits to maintain balance, resulting in unpredictable, unstable, or diluted power combinations. (Up to 4)

Rules
